FTS Report on DOY 078

I.  The following are clock offsets, in microseconds between the clocks
at each DSN complex and each complex relative to UTC(NIST).  The offset
is a mean of readings using several GPS space vehicles in common view.

* Values derived from linear least squares extrapolation or interpolation
& Frequency adjustment done at SPC 40 near end of DOY 72 (MJD 54172). 
The difference in frequency was -5.2*E-13 seconds.
