FTS Report on DOY 070

I.  The following are clock offsets, in microseconds between the clocks
at each DSN complex and each complex relative to UTC(NIST).  The offset
is a mean of readings using several GPS space vehicles in common view.

III.  Comments:
* Values derived from linear least squares extrapolation or interpolation
^ Number obtained from the SPC40 GPS true time.
& Direct subtraction between columns (SPC40-NIST) and (SPC10-NIST).
% Since MJD 54516, direct subtraction used between columns (SPC60-NIST) and (SPC10-NIST). This is done because there have been no common-view SVs between SPC 10 and SPC 60 between MJD 54511 and 54531, for MJD 54534; and because there was a reset at SPC 10 on MJD 54516.
