FTS Report on DOY 261

I.  The following are clock offsets, in microseconds between the clocks
at each DSN complex and each complex relative to UTC(NIST).  The offset
is a mean of readings using several GPS space vehicles in common view.

Comments: 
$ Power outage at SPC 10 on DOY 258 (MJD 56184) necessitated a synch to the GPS time and a frequency change by 4.5*E-13.

NOTES: All DSN data are from the new multichannel receivers.
SPC 10 and SPC 60 offsets are commonviewed with NIST and with each other.
SPC 40 offsets are all-in-viewed with NIST and with SPC 10.
