FTS Report on DOY 198

I.  The following are clock offsets, in microseconds between the clocks
at each DSN complex and each complex relative to UTC(USNO).  The offset
is a mean of readings using several GPS space vehicles in common view.

Comments: 
$ On DOY 188 (MJD 56114), SPC 60 replaced worn fuses of the 100 MHz Distribution Assembly, and re-synced the time with the GPS.
# On DOY 191 (MJD 56117), SPC 10 replaced worn fuses of the 100 MHz Distribution Assembly, and re-synced the time with the GPS.

NOTES: All DSN data are from the new multichannel receivers.
SPC 10 and SPC 60 offsets are commonviewed with USNO and with each other.
SPC 40 offsets are all-in-viewed with USNO and with SPC 10.
