FTS Report on DOY 102

I.  The following are clock offsets, in microseconds between the clocks
at each DSN complex and each complex relative to UTC(USNO).  The offset
is a mean of readings using several GPS space vehicles in common view.

III. Comments: 
@ Following the SPC 10 scheduled power outage on DOY 097 (MJD 56389) the Master Clock was recovered to -0.63 microseconds relative to USNO. 
% SPC 10 time offset was extrapolated from 56390 to 56393.
# SPC 10 frequency offsets are calculated from 56390 to 56393.
 
NOTES: All DSN data are from the new multichannel receivers.
SPC 10 and SPC 60 offsets are commonviewed with USNO and with each other.
SPC 40 offsets are all-in-viewed with USNO and with SPC 10.
