FTS Report on DOY 235

I.  The following are clock offsets, in microseconds between the clocks
at each DSN complex and each complex relative to UTC(USNO).  The offset
is a mean of readings using several GPS space vehicles in common view.

Comments: 
$ SPC 10 planned power outage on doy 228 caused the Master Clock to be brought back with a time shift of about -0.50 microseconds. 
# SPC 10 frequency offset was calculated from MJD 56520 to 56526.

NOTES: All DSN data are from the new multichannel receivers.
SPC 10 and SPC 60 offsets are commonviewed with USNO and with each other.
SPC 40 offsets are all-in-viewed with USNO and with SPC 10.
