FTS Report on DOY 099

I.  The following are clock offsets, in microseconds between the clocks
at each DSN complex and each complex relative to UTC(USNO).  The offset
is a mean of readings using several GPS space vehicles in common view.

Comments: # SPC 60 scheduled power outage on DOY 098 (MJD 56765) caused both GPS receivers to stop recording. There was about 7 hours worth of data for MJD 56765.

NOTES: All DSN data are from the new multichannel receivers.
SPC 10 and SPC 60 offsets are commonviewed with USNO and with each other.
SPC 40 offsets are all-in-viewed with USNO and with SPC 10.
