FTS Report on DOY 150

I.  The following are clock offsets, in microseconds between the clocks
at each DSN complex and each complex relative to UTC(USNO).  The offset
is a mean of readings using several GPS space vehicles in common view.

Comments: 
# SPC 40 HM1 frequency was adjusted by 5.6*E-13 on DOY 147 (MJD 56804) at 0340 UTC. 
SPC 40 time offset predictions and frequency Offsets were calculated from MJD 56804.

NOTES: All DSN data are from the new multichannel receivers.
SPC 10 and SPC 60 offsets are commonviewed with USNO and with each other.
SPC 40 offsets are all-in-viewed with USNO and with SPC 10.
