FTS Report on DOY 355

I.  The following are clock offsets, in microseconds between the clocks
at each DSN complex and each complex relative to UTC(USNO).  The offset
is a mean of readings using several GPS space vehicles in common view.

Comments: 
# An un-expected power outage at SPC 10 on DOY 351 (MJD 57373) necessitated the GPS receivers to be restarted. Started to use data from GPSB-10 receiver. There was a time offset of about 42 nanoseconds. SPC10 frequency offsets were calculated from DOY 352.

NOTES: All DSN data are from the new multichannel receivers.
SPC 10 and SPC 60 offsets are commonviewed with USNO and with each other.
SPC 40 offsets are all-in-viewed with USNO and with SPC 10.
