FTS Report on DOY 002

I.  The following are clock offsets, in microseconds between the clocks
at each DSN complex and each complex relative to UTC(USNO).  The offset
is a mean of readings using several GPS space vehicles in common view.

Comments: 
# SPC 10 HM1 online maser frequency was adjusted by -3*E-13 on DOY 363 (MJD 57385) at 1825 UTC.
SPC 10 related frequency offsets were calculated from DOY 364 (57386).

NOTES: All DSN data are from the new multichannel receivers.
SPC 10 and SPC 60 offsets are commonviewed with USNO and with each other.
SPC 40 offsets are all-in-viewed with USNO and with SPC 10.
